On April 17, 2014, CHU signed an employment with the Korea Promotion Association, which will lead to the development of a job skills training program for smart phone contents creation. This agreement will help address the shortage of qualified human resources in the field of smart contents resources. The training program will be jointly operated, and will produce graduates trained in the skills demanded by the field, and will run alongside cooperative research programs, employment networking systems and maintenance programs, special lecture programs and a variety of other cooperative endeavours. CHU supports the production of smart digital contents for the tourism industry through its Smart Creation Center, headed by Mun Seokhwan, and the 3D United Technology Center, directed by Yu Seonjin. Both institutions will lend support to the project to ensure its success in producing talented human resources for the industry. President of CHU, Kim Sung-hun, said "through this MOU, we will contribute to the fostering of talent for the smart contents field in Jeju and throughout Korea. The director of the Korea Promotion Association, Kang Cheolhi, said "this cooperative endeavour will lead to jointly operated educational programs which will help grow Korea's IT industry."
